FEDERAL CANCER RESEARCH FUNDING

The federal government funds cancer research primarily through the National Cancer Institute (NCI), an institute of the National Institutes of Health (NIH). Cancer research and other important cancer prevention, control and regulatory programs are also funded through the U.S. Food and Drug Administration (FDA), the Centers for Disease Control and Prevention (CDC) and the Department of Defense (DoD).


NATIONAL INSTITUTES OF HEALTH (NIH)

The NIH invests more than $30 billion annually in medical research. More than 80 percent of the agency's funding is awarded through competitive grants to researchers at more than 3,000 universities, medical schools, and other research institutions in every state across the country.

NATIONAL CANCER INSTITUTE (NCI)

NCI is the federal government's principal agency for cancer research and training. More than half of the NCI budget is allocated to research project grants that are awarded to scientists who work at local hospitals and universities throughout the country. More than 6,500 research grants are funded at more than 150 cancer centers and specialized research facilities located in 49 states.

U.S. FOOD AND DRUG ADMINISTRATION (FDA) 

The FDA plays a vital role in the advancement of cutting-edge science that is central to the treatment and prevention of cancer.  

Unlike the NIH, NCI and CDC, funding decisions for the FDA are under the jurisdiction of House and Senate Appropriations Subcommittees on Agriculture.

CENTERS FOR DISEASE CONTROL AND PREVENTION (CDC)

The CDC leads the nation's efforts in cancer prevention and control. It conducts and supports research designed to better understand the factors that increase cancer risk and identify methods to prevent the disease. CDC state-based cancer programs provide vital resources for cancer monitoring and surveillance, breast and cervical cancer screening, state cancer control planning and implementation, and awareness initiatives targeting specific cancers.

DEPARTMENT OF DEFENSE

CONGRESSIONALLY DIRECTED MEDICAL RESEARCH PROGRAMS (CDMRP)

In 1992, Congress established CDMRP at the Department of Defense (DoD). The peer-reviewed, biomedical research programs currently fund research in breast cancer, prostate and ovarian cancers. In the past, they have also supported research in other cancers, including chronic myelogenous leukemia and neurofibromatosis.

Because CDMRP is not considered part of the DoD's core mission, funding for DoD cancer research originates with Congress as part of the appropriations process, rather than in the president's budget. Consumer advocates and survivors play a primary role in setting priorities and influencing funding decisions.
